Hi,
I'm looking for a whistle (probably steam-driven, or maybe by
compressed air) that will emit a very loud and long screech-like
sound.

It needs to sound like a factory whistle or a steam-train whistle...
and must be VERY LOUD!

It is for a production of Sweeney Todd, to be performed in Dandenong
in April.

Plans to build one, or a location where we could find one to buy or
hire would be appreciated.

Any ideas?

has a diagram.

I think you'd be better off using electronics to get the sound and then
faking one up to get the look if it is supposed to be visible (could
perhaps shoot a CO2 fire extinguisher through it to get some "steam").
That way you could tune the appearance and the sound and volume separately.

IIRC there is a steam whistle sound on the start of a Bruce Springsteen
track on album Born in the USA.

Or contact a steam railway society or a model railway society.

There's a guy on ebay selling plans for a steam whistle for $8.95 USD.

Dick Smith has a kit for an electronic steam whistle which would need an
amplifier Catalog number K3021

Does it have to be "live"? I'd imagine if you talked to Puffing Billy
or Steamrail they could set you up to record one.

Ideally. It would help create atmosphere if it didn't come from the sound
system, and would also be visually more effective.

There is a shop under 40 Market St in the city that sold all things
train related.
Its called The Railfan Shop.
